TPHS have been retained by Port of Dover to advise on traffic, transport and highways impacts of projects at the port for the last 3 years. Prior to this Steve Jones, TPHS Director, was Project Director for the strategic Terminal 2 project which through a HRO provided the mechanism to create a second terminal at the Western Docks to provide additional capacity.

The Port has undertaken many projects over the last 3 years and TPHS have provided inputs in terms of detailed highways and transport technical notes, outline design of new infrastructure on the Dover Western Docks Revival (DWDR) project and also the creation of updated and detailed VISSIM models of both the A20 corridor and the T1 port operation.

Inputs to project include provision of advice in relation to all modes of transport and assessment of the impacts of development using trip generation models which take into account potential for cross-visitation and trip linkage between uses on site or in the local area.

TPHS have significant experience of providing advice in relation to change of use applications and prior notification applications for B1 office use to C3 residential use. The bulk of the work involved requires assessing the access, parking and on-street impacts of the development.

In most cases, especially in London in high PTAL areas, conversion of C3 from B1 results in provision of a relatively low-level of on-site parking or no parking at all. In these, and other circumstances where parking is not provided off-street to the parking standards, highway authorities require a parking stress survey to accompany an application to show the impact of providing the changes in use on the existing parking stock in the area. The survey needs to be undertaken using the Lambeth Methodology over two nights of the week between 12.30 and 05.30.

TPHS provide Parking Impact Assessment reports and Transport Statements for these applications, which also include providing detailed assessment of local amenities which can be accessed within a short walk or cycle of the site.

Work inputs to all of the above included commissioning a survey following the Lambeth Methodology and assessing parking stress in the area within the vicinity of the site. In addition, all the committed development schemes were taken into consideration prior to providing the client with an early heads up of the situation with committed development. Finally, production of a short parking report or Transport Statement was undertaken, including where appropriate a draft Unilateral Undertaking to prevent access to parking permits for the scheme and submitted with the planning application.

The Company has provided detailed inputs starting from initial feasibility and then support through planning for a range of hotel developments and a range of operators in the recent past. TPHS have experience of preparing detailed assessments and studies of the servicing, parking and drop-off arrangements at hotels. In addition, trips to and from the site by guests have been based on empirical research, searches of the TRICS database or through schemes that we have been involved with previously from which we have a wealth of data.

Work inputs on projects include:

Nurseries

TPHS have provided technical inputs to a number of planning applications for children’s nurseries over the last few years. The work has been based on surveys at existing nurseries, both in terms of drop-off in general and mode share of parents dropping and collecting their child. TPHS have a broad knowledge base of the operation of the key drop-off parking and of the patterns of arrivals and departures by all modes at these facilities. The work included detailed assessment of the local catchment and census data to develop the argument for limited on-site drop-off and car use at the sites. We have successfully provided the following inputs on schemes:

  • Negotiation of works and reports with highway authorities

Construction Traffic Management Plans (CTMPs)

The CTMP process has evolved over the last few years to encompass traffic assessments and to define impacts of construction vehicles of developments. Specifically, CTMPs are produced mainly for sites which have relatively large dig or fill elements such as basement digs, concrete structures or sites with proximity to other developments which could have significant need for larger construction vehicles.

TPHS have significant experience in providing these reports on behalf of clients on many basement developments and also larger construction impact sites. TPHS work with structural engineers, architects, project managers and clients to develop a bottom-up strategy which identifies numbers and types of vehicle and deliveries for development schemes. We then provide a timetable and indicative arrivals / departures profile for the construction vehicles, route identification and assessment via AutoTRACK as well as advice on on-site or kerbside access arrangements and the need for additional licences and/or traffic orders.
TPHs have not only provided reports but also follow-up with the applications for parking bay suspensions, temporary traffic orders and temporary crossover licences and designs as part of the process.

Work Inputs to all of the above included detailed assessment in terms of swept path analysis of routes and access by a range of delivery and construction vehicles and in terms of the development and assessment of loading / unloading arrangements, including any storage areas which could be provided. Providing detailed calculations by types and numbers for the movements of vehicles during the enabling works, basement dig, muck away and concrete and steel deliveries. In addition, providing a programme of works and timetable on a daily and weekly basis for the entire project including fit-out and handover. This included working out methods of construction to minimise impacts.
